Is Zakat due on property owned by Indonesian Muslims?
It depends on intention. Zakat is not due on your primary residence, a family home, personal-use holiday homes, land held for personal building, or property genuinely held for long-term rental income. Zakat is due on (a) property bought with the specific intention of resale — a house-flipper’s inventory — and (b) the *net rental income* accumulated in cash. This applies to Indonesian Muslims regardless of local property tax regime in Indonesia.
Rental property — Zakat on the property, or on the income?
The property itself is not Zakatable if you bought it to hold and rent. The rental income, once received and after operating expenses and mortgage interest (if any), is added to your Zakatable cash. If that cash sits above Nisab for one lunar year, it pays 2.5% at your annual Zakat date. Some Maliki and Hanbali scholars in Indonesia suggest paying Zakat on rental income immediately when received (like agricultural produce) rather than waiting a full year — check with your local mufti.
Property bought for resale (dealers, developers, flippers)
If the intention at purchase was resale, the full market value of the property on your Zakat date is Zakatable at 2.5%. This is the same rule as any other trade good. If you originally bought it for personal use and later decided to sell, Zakat only becomes due on the *proceeds* once received in cash. Property developers with active projects in Indonesia treat unsold inventory at market value on the Zakat date.
Mortgages and outstanding property debt
You deduct only the *current instalment due* (typically the next 12 months) from your Zakatable wealth, not the entire outstanding principal. Deducting the entire mortgage would eliminate Zakat for most homeowners — the classical scholars did not intend that. Riba-based mortgages are impermissible; if you hold one, your priority is getting out of it, not perfecting the Zakat calculation.
